You are correct, i.e. it is uploaded when connected to WiFi in order to avoid high data usage, let's say, if it was not connected to WiFi.

One does not have to "open the Photos App". When connected to WiFi, it populates to all of your other devices providing 'Upload to My Photo Stream' is turned on on the device.
